On November 30th 2014 at 0339 hrs Carlisle Police stopped a vehicle for having malfunctioning brake lights. Officers saw several items in the vehicle that were consistent with intravenous drug use and the driver was questioned. The driver, David Cibulka, admitted to having drug paraphernalia on his person. He was also found to be in possession of a small amount of heroin. Cibulka was arrested and transported to CCP for processing. He is being charged with possession of a controlled substance and possession of drug paraphernalia.
