Photo Kiosk Fraud at Capital City Mall

The Lower Allen Township Police Department is investigating a fraudulent photography kiosk at the Capital City Mall, “Elayne & Charles Photography”, that was conducting business at the mall

between 8/1/17 and 8/31/17. The suspect, who identified himself as “Rashid Sadiq” (actual identity is Charles Driggins), offered $20 cash deposits for photography sessions by appointment

that were later conducted at the Courtyard Marriot in Mechanicsburg on 8/19/17, however multiple reports have been received by Lower Allen PD in which customers did not receive any

photographs following their sessions. Lower Allen PD is requesting anyone who may also have been scammed by this business to contact the investigating officer, Cpl Read.
