On May 21, 2019 at 3:26 AM, the Lower Allen Township Police Department was dispatched to Walmart, 3400 Hartzdale Drive, in reference to an active Retail Theft. While en route, it was relayed that four black male suspects stole a large amount of baby formula inside of duffel bags and were now leaving the parking lot in a dark color SUV. A vehicle matching that description was observed driving away from Walmart near the Capital City Mall and a traffic stop was conducted on the suspect vehicle. Contact was made with the occupants of the vehicle and all four male occupants were detained.
An odor of fresh Marijuana was detected emanating from the vehicle and a K9 deployed and alerted to the presence of an odor of a Controlled Substance emanating from the vehicle. A subsequent search of the vehicle yielded the recovery of three duffel bags containing a large amount of baby formula and a small amount of Marijuana.
Upon reviewing the surveillance footage at Walmart, it showed the four males, identified as Samuel Foreman, Montez Jackson, Jaquan Barnes, and Rashan Lewis (all from Philadelphia) enter the store. Foreman then proceeded to select and conceal the baby formula as the other three individuals acted as "lookouts." Once the baby formula was concealed, Foreman exited the store without paying for the merchandise and the other individuals exited shortly thereafter. All individuals then departed Walmart in the same vehicle. The total value of formula stolen was $1,103.49. All four subjects were arrested and transported to CCP.
