On September 19, 2022 around 3:30 PM, the Lower Allen Township Police Department was dispatched to RT 15 South in the area of MM 39.9 for a report of a disabled vehicle by the driver. Dispatch advised that the caller was "not very cooperative" and did not seem to know where she was. She requested that officers bring her a new tire and rim, as her tire was flat. She hung up on dispatch when they asked her follow-up questions.
Upon officers' arrival, contact was made with the sole occupant of a black Subaru BRZ. The vehicle had a flat front driver's side tire and a large amount of damage around the vehicle. Speaking with the operator, later identified as Tiffany Vanegas, the odor of marijuana was detected coming from the vehicle. Officers also observed that her eyes were blood shot and when asked about smoking marijuana, she admitted to smoking earlier in the day. At this point, officers requested her to provide identification and exit the vehicle and she refused to do so. After repeatedly ignoring the officers' commands, they forcibly removed Vanegas from the vehicle and a brief scuffle ensued during which time Vanegas was given multiple commands to stop resisting as officers struggled to handcuff her.
Vanegas later admitted she did not want to identify herself because her license was suspended. Vanegas, who continued her disorderly behavior in the back of the police vehicle, began spitting bloody saliva inside the car. Vanegas' drivers license suspension was confirmed and the vehicle was found to have an expired registration. Her vehicle was impounded and a search warrant was obtained. Drug paraphernalia was recovered from her vehicle.
Charges filed on Vanegas and she was arraigned while at CCP.
