On August 21, 2019 4:34 PM, Kathleen Velez entered the American Eagle Outfitter Store in the Capital City Mall and removed numerous pairs of jeans from racks and later concealed them in shopping bags with Camilo Valencia. Valencia can be seen on video entering the store after the items were staged by Kathleen Velez. Valencia is then seen walking back to a silver in color Chrysler Town and County mini van bearinga Virginia registration.
On September 21, 2019 4:44 PM and 5:17 PM, Camilo Valencia, Kathleen Velez and Andrea Pacheco-Vega worked together to steal numerous items of clothing from Victoria's Secret and American Eagle Outfitters. Pacheco-Vega can be seen entering the stores along with Velez. Valencia is observed on video surveillance waiting in the mall while Velez and Pacheco-Vega remove clothes from the shelves. Valencia can be seen on video entering the stores and concealing the items that were staged in bags that he brought in. Valencia then leaves the stores without paying. Valencia does this several times, walking back to the same Chrysler Town and Country.
On October 4, 2019 Capital City Mall Security observed Pacheco-Vega in the mall while watching video surveillance. Pacheco-Vega was taken into custody for the previous retail thefts. While viewing video surveillance from this date, Valencia and Velez can be seen concealing items from Victoria's Secret in shopping bags and leaving the store without paying for them. The total loss for both stores is approximately $8,345.00.
On October 18, 2019 Valencia was interviewed by Detective Chalmers of the Port Chester Police Department in New York. Valencia was taken into custody after being arrested for retail theft at a Home Depot location in their jurisdiction. Valencia was seen placing stolen items in the silver in color Chrysler Town and Country. During the interview Valencia admitted to the thefts at the Capital City Mall and identified Velez as his accomplice.
