On February 1st, 2021 around 3:00 p.m., the Lower Allen Township Police Department was dispatched to call a victim in reference to a credit card fraud. The victim reported that she was in Florida on vacation from January 10th to January 23rd. While in Florida, she used a reloadable Walmart gift card at a Murphy's gas station (owned by Walmart) on January 12th and 22nd. She believes that her card was likely skimmed during one of these transactions.
On January 28th around 4:14 p.m., the card information was utilized at Walmart in Houston for $185.00. The Walmart in Houston was contacted and multiple transactions from the suspect around this time frame were found. The manager was able to see that he had multiple gift cards/credit cards saved in a digital wallet on his phone, which he utilized to conduct three transactions for numerous Google Play and phone cards, totaling $700.00.
The manager provided surveillance photographs of the suspect, an Asian male who arrived in an older-model Toyota Celica with Texas a plate. The vehicle is registered to a Jin Chen. Chen's driver's license was compared to the surveillance to positively identify him as the suspect. An arrest warrant has been issued for Chen.
