On September 11, 2020, at 3:38 PM, Capital City Mall security contacted the Lower Allen Township Police Department and reported that there was a male in a gold Saturn Outlook in the food court lot possibly rolling a marijuana blunt. The vehicle was located leaving the lot. Contact was made with the occupants. The odor of marijuana emanating from the car. A male identified as Quincy Evans was seated in the front passenger seat. Evans consented to being patted for weapons and a bag of marijuana was found stuffed down his pants. Evans was taken into custody. Charges were filed. An arrest warrant has now been issued.
