On 3-24-2019 at approximately 19:30hrs Newville Police initiated a traffic stop on a sedan that failed to come to a complete stop at two stop signs. The operator was identified as Rickie Weaver of Carlisle. There was a odor of alcohol emanating from the vehicle. Weaver was difficult to understand while talking with the Officer. Weaver was put through the Standardized Field Sobriety Test battery. At the conclusion of the test, Weaver was placed in custody for suspicion of driving under the influence of a controlled substance. The Cumberland County Forensic Laboratory results were received and showed positive findings. The results showed Weaver's blood contained a blood alcohol concentration of .172% by weight in whole blood. The report also shows that Weaver's blood contained 2.9 ng/ml of 11-Hydroxy Delta-9 THC and 31 ng/ml of Delta-9 Carboxy THC as well as 4.1 ng/ml of Delta-9-THC.
