A. 

All dogs are required to be on a leash when off of the owner's or keeper's property. Dogs off of the owner's or keeper's property and not on a leash are considered to be at large, and the owner or keeper is subject to a fine as described in § 69-9 Violations and penalties.

B. 

Any owner or keeper who walks any dog off of the owner's or keeper's property within the Borough shall not permit such dog to be unattended. The dog shall be restrained by leash, so that it will not stray. No dog shall be permitted to run at large.

C. 

Any owner or keeper who walks a dog off of the owner's or keeper's property shall immediately remove all feces deposited by such dog. The feces shall be promptly collected and properly wrapped, packaged or protected, and disposed of properly so as to prevent smell or interference with the health and welfare of the community.
