On Sunday, March 5, 2017, around 1:55am, a West Shore Regional Police Officer observed a black Acura traveling west in the 1st block of Market Street at a very high rate of speed. The vehicle was followed as it drove south on South Third Street and continued to travel at a very high rate of speed. As the officer came over the bridge that spans route 83, he observed a big cloud of smoke and dust as well as sparks coming from under the suspect the vehicle. The suspect vehicle then came to a stop on Walton Street. An investigation found that the vehicle struck a barrier separating the sidewalk from the roadway on the bridge. The vehicle then avoided striking two vehicles that had been stopped at the red light as well as a vehicle approaching the intersection from the opposite direction. The vehicle had to be towed from the scene.
The driver of the vehicle was identified as 22 year old Morgan Lee Zigman, from the 1200 block of Bridge Street, New Cumberland. While speaking with Zigman, she exhibited signs of being under the influence and was placed under arrest. Zigman was transported to the Cumberland County Prison where she submitted to a blood test. A search of her purse found some pills that are a controlled substance as well as drug paraphernalia. Zigman was processed and charged with Driving Under the Influence of Alcohol or a Controlled Substance, Possession of a Controlled Substance and Possession of Drug Paraphernalia. The charges will be filed with Magisterial District Judge Elizabeth Beckley's office once the blood test results are received.
