On August 14, 2025, the Cumberland County Human Trafficking Task Force conducted Operation Impact Demand XII in coordination with the East Pennsboro Township Police Department and with assistance from the Silver Spring Township Police Department.    

Enforcement operations will continue throughout Cumberland County.  Those people who prey on victims of human trafficking or promote conditions related to this criminal behavior will be arrested and prosecuted to the fullest extent of the law.  A total of 113 individuals have been arrested since these operations began in June of 2022

It is alleged the following individuals sought female escorts to engage in sexual activity for money at an East Pennsboro Township Hotel.  These defendants will be required to appear for their preliminary hearings at District Court 09-1-03. 

The following individuals were arrested for prostitution as part of this operation:

3. Gabriel Miller, Landisville, Age 34
4. Jake Sowers, Camp Hill, Age 25
5. Jacob Howell, Dover, Age 29
6. Ed Stauffer, Steelton, Age 54
7. Yogi Patel, Mechanicsburg, Age 31
8. Richard Bowers, Enola, Age 37
9. Jack Liddick, Liverpool, Age 47
10. Tomas Abate, New Cumberland, Age 40
11. Allan Deetz, York, Age 55
12. Kevin Tuite, Lake Ariel, Age 54
13. Suraj Kadariya, Carlisle, Age 24
14. Andrew Hagy, Elizabethtown, Age 38

Defendant Hagy was additionally charged with possession of a controlled substance, possession of drug paraphernalia, possession of small amount marihuana, and resisting arrest as a result of the operation.
