1. Any person desiring to store or to continue to store a motor vehicle on private property within the Borough, except those kept for the purposes set out in § 15-602, shall apply in writing to the Chief of Police of the Borough of Mechanicsburg for a permit to do so. Such application shall set forth the location, description and ownership of the land on which said motor vehicles are to be or are placed, the number and nature thereof, the title owner thereof (if any), the manner of keeping and length and purpose of keeping the motor vehicles and the following statement:

  2. The said application shall be signed by the owner or owners of the premises and the person or persons in whose name the title to the said vehicle has been issued, if any.
