Pennsylvania codified a citizen’s right to access government records in Act 3 of 2008, called the Right to Know (RTK) Law. This law also established the state Office of Open Records. The law governs the release of records, not answering questions. A record is defined as “any information regardless of its physical form or character that documents a transaction or activity of an agency and is created, received, or retained pursuant to law or in connection with a transaction, business or activity of an agency.”
In accordance with the law, the Borough of Mechanicsburg has appointed a Right to Know Officer, who will be responsible for the public requests for Mechanicsburg Police Department documents and public records as follows:

As soon as possible, but no later than five business days after receiving a written request to access public records, the Right-to-Know Officer or his designee shall respond to the request.
Public bodies may fill anonymous verbal or written requests. If the requestor wishes to pursue the relief and remedies provided for in this Act, the request must be in writing.
