In Pennsylvania, the "PA Micromobility Fact Sheet" is a guide by PennDOT that clarifies regulations for e-bikes, e-scooters, and similar devices. E-bikes, with operable pedals and a motor under 750 watts, are treated like bicycles but have motor restrictions on non-motorized trails. Electric scooters are often restricted to private property because they typically don't meet the legal standards for titling, registration, and inspection on public roads and sidewalks, unlike Electric Personal Assistive Mobility Devices (EPAMDs).
Restrictions: On non-motorized trails, only the pedal-assist function is permitted; the throttle-only function is not allowed.
Restrictions: Prohibited on public roads and sidewalks.
Restrictions: No titles, insurance, or inspections are required, and they are not subject to driver's licensing.
The most reliable source for the "PA Micromobility Fact Sheet" is the official PennDOT section of the Pennsylvania government website. You can search for it on pa.gov or through the links provided by local police departments and townships on their official websites.
Always check with your specific municipality for any local ordinances that may restrict or add to state laws regarding micromobility.
